The original proposal of HB 2295 -- to ban the labeling of dairy products using claims such as "hormone free" -- was inserted into HB 2121 by a House-Senate conference committee. Other issues in the bill decided by this vote include: an overhaul of pesticide and fertilizer sales regulations; cancelation of the scheduled 2010 reduction of penalties and fees enforced by the Kansas Department of Agriculture; and, the SB 316 proposal to transfer the review of nutrient utilization plans for swine facility operators from the Kansas Department of Agriculture to the Kansas Department of Health and Environment
